RAF pays R3.3 billion to tackle claims backlog

The Road Accident Fund (RAF) has paid R3.3 billion over the last three weeks to resolve claims older than 180 days, according to the board, as part of attempts to reduce its large backlog. The payments are part of a turnaround plan aimed at rewarding victims faster and rebuilding public trust in the agency. 

The RAF study indicated that around R20 billion is required to clear pending claims that have been delayed for more than six months. As of March 31, 2025, the fund faced a total claims liability of R40.4 billion and an accumulated deficit of R27.8 billion.

Pressure on the fund grew after a recent High Court decision denied an extension of its 180-day moratorium on claim executions, requiring the RAF to prioritize long-delayed settlements.  In order to address the crisis, the board has agreed to pay out more than R4 billion monthly and issue bi-monthly progress updates to keep the public informed. 

While the recent R3.3 billion settlement is a step forward, the RAF acknowledged that much more work needs to fully manage the backlog and guarantee that traffic accident victims receive prompt compensation.
