City of Tshwane Breaks Record With Over R4 Billion Collected in a Single Month

The office of the Deputy Executive Mayor and Finance MMC, Eugene Modise has recorded a historic revenue performance, collecting over R4 billion in October 2025, marking the first time in the municipality’s history that such a figure has been reached within a single month.

This financial success creates a direct trickle-down effect for Dr Nasipha Moya and her entire Mayoral Committee. Under MMC Eugene Modise’s leadership, this has brought a strong and predictable revenue stream which is crucial for political credibility, allowing championing the city’s service delivery goals and long-term vision.

This performance also ensures direct funding for essential services. In this way, strong revenue performance at the finance level removes a primary budgetary constraint for all service delivery departments, enabling the entire administration to meet its targets and demonstrate tangible results to residents.

According to Deputy Executive Mayor and MMC for Finance, Councillor Modise, the City collected R4.088 billion by the end of October, with R427 million coming in over the final weekend of the month. The achievement surpasses the City’s Funding Plan Target by R19.5 million, achieving 100.4% of the goal, and also exceeded the forecast by R56.3 million, reaching 101.3% of projected performance.

“This performance is not just a number on paper, it represents the collective effort of our teams, our partners, and our residents who continue to support the City’s financial sustainability,” said Cllr Modise.

City officials credited the achievement to ongoing efforts to modernised financial systems, enhance digital revenue platforms, and strengthen governance. The City said these reforms have improved both collection efficiency and public trust, while ensuring that every rand collected contributes directly to improved service delivery.

Modise added, “our performance for October demonstrates strong financial discipline and a focused approach to revenue management. It shows that our strategies in debt management and service integration are producing tangible, positive results.”

The municipality said the record-breaking collections provide a stronger foundation for infrastructure investment, service delivery improvements, and economic inclusion initiatives. The City reaffirmed its commitment to translating financial success into visible community development from maintaining roads and upgrading utilities to expanding opportunities for small businesses.

“Financial performance of this magnitude is not an end in itself. It is the foundation for delivering on our commitments to the people we serve,” he said. The City expresses it’s appreciation to residents and businesses for their cooperation, describing the milestone as a shared victory.

“Surpassing the R4 billion mark represents resilience, strategic foresight, and a shared belief in our City’s ability to deliver excellence. It reinforces Tshwane’s position as a financially stable and forward-looking municipality,” the statement read.
